Bill for the relief of Willis & Grandy, 01 urannue county, was considered in Committee of the Whole, amended and re ported back to the Senate, with a reoom mendation that it do pass. Sabaeanentlr. the Senate adopted the report of the com mittee, ana tne om was ordered to be en grossed, in order to be pat upon its third reading..., Bill providing for filling vacancies which may oocor in the offices provided in Arti cle 7 or tne Uonstitation of the State, was considered in Oommitthe of the Whole, who reported it back to the Senate, reoom mending its passage. The Senate adopted the report of the oommittee, and the bill was ordered to be engrossed, in order to be pnt on its 3d reading. Bill in relation to provisional mucioipal offioers was taken np. This bill was pub lished in juonse proceedings on yeeter doy.V Mr. Bobbins offered a substitute, (a copy of which we could not obtain), the gist of w&icn allows tne people ol me different towns, cities, tco., the opportunity of spee dv elections. Mr. Osborne moved the reference of both bills to the committee on the Judi ciary, as he desired some time to consider their merits. The resolution to refer was voted down. The question then recurring on the adop-1 tion of the substitute, it was negatived as follows: - Those who voted in the affirmative are: Messrs. Banes; Lindaay, Love, Melohor, Ma son, Osborne, Pnrdie, Bobbins and Wilson. Those who voted in the negative are: Messrs. Barrow, Bellamy, Brogden, Blythe, Colgrove, Cook, Davie, Eire., Etheridge, Eppw, negro, Forkner, Hayes, Harrington, Hymen, ne- I gro. Legg. Lassiter, Long, Marti ud!, Bicb, Bes- , paas, twMt, Waits, Wjnn aad Wiastead. Mr. Osborne moved that the bill be made the special order for Friday next at 11 o'-1 The motion was voted down. Other amendments were offered . y Messrs. Osborne and Love, which were voted down. . ' Messrs. Osborne, Bobbins and Love ex erted themselves in every possible way to defeat this measure, or to have strioken from it some of its most objectionable features. Mr. Bobbins alluded to the coarse of certain men who have oome among us and foroed themselves into positions of trust, who have universally supported-all the harsh and merciless measures relating to taxes and others matters which nave been brought forward. Harris, ot Wake (negro), from tne Delect oommittee appointed to investigate the contested election in Camden county, offered a majority report contending that the provisions of the Revised Code, relating to contested elections, do not apply to eleo tions held under the reconstruction laws of Congress. Tbe report, among ottier objections. states that the notice required by law had not been given, and that the new Constitu tion expressly declared that all laws and clauses of laws, not reDUornant to that in strument, should remain in full force and effect nntil lawfully altered.- T Upon the question of the adoption of the minority report, as a substitute for that of the majority, the previous Question was oalled. 1 v It was sustained, and the question being put. Mr. Hodnett moved to add the names of the Hon. Bedford Brown and Wm. Long, of Caswell, whioh was voied down, and the resolution was then rejected by a strict party vote. The resolution instructing the Commit tee on Education to prepare a bill to regu late the system of Uommon tJcnooia, and that the bill shall provide for a separation of the two races, was taken np, read and approved. A resolution to remove the disabilities of oretain citizens was taken np and read when Mr. Durham moved to make the resolu tion read "certain Revublicans. Mr. D.
